windows xp stuck in safe mode

when I downloaded xp and the computer came back up it was
in safe mode. with the message windows xp can not start in
safe mode need to shut down and when I click ok it shuts
down and comes back up just the same. I dont have any
options to get it out of safe mode. just nonstop start up
and shut down...HELP

By 'downloaded' XP, do you mean installed? How did you install XP - 'upgrade' or 'clean'? If an 'upgrade' which version of Windows was previously installed?

You have to start tapping F8 when you boot up to get the boot options menu.
