Windows XP Returns to Welcome Screen

I recently tried to remove some spyware and adware from my Dell 2400 PC, and
after I did that, I restarted my Computer, but now when I try logging in to
my user account, XP immediately returns me to the welcome screen. I can start
Windows in Safe Mode with Networking and get into the Administrator account
with no problem and thus is how I'm posting on Microsoft right now. What is
causing this problem and how can I fix it without doing some drastic measures.

I can't use System restore, I go into Safe Mode and try to run it, it says
its turned off and I need to go into normal mode and turn it on, but that is
not an option for me, as I can't get into any accounts in normal mode. I even
tried creating a new user account in my personal account in Safe mode and
tried logging in to that one in the normal mode but still no such luck. I'm
now wondering is their a program that I could run in Safe Mode to find out
whats causing my login logout problems.

What Spyware programs did you use?
Do they have an Undo or Restore option?
If so, try putting things back as they were provided they will run in the
Safe Mode. It may be to late my friend but just as a precaution in the
future before you install any Spyware removal programs ask around and find
out the Pros & Cons of each one and more importantly make a Restore Point
before installing or removing anything from your system
