Windows XP Pro - SP2. USB devices go offline/online

Occasionally the devices connected to the USB ports that are built into the
motherboard of my PC go offline - you hear a ding-dong noise when this
happens, then they go online again along with a dong-ding noise.

Is this an OS problem, or hardware related? I wondered what could cause this
behaviour. I have two powered USB hubs connected, with just a handful of
other USB devices that collectively don't draw much power.
Is there something that causes the devices to be powered down?
Occasionally, the connected USB devices don't power up, and I have to
re-boot to get them to work.
My PC is configured not to go into standby or hibernate modes. The problem
can happen if I'm actively using the PC, or if it's just idling.

I get this problem on a self build PC using a Gigabyte K8NF-9 Ultra. I guess
I should be contacting Gigabyte, but am just hoping to find out more about
the problem.

Gigabyte usually runs intel hardware,if so install the chipset installation
utility
from intel.Once installed,restart computer,back in xp,open device mgr,expand
the usb to a controller,R.click,update drivers,you might edit system
devices also.
