Windows XP Pro Reboot

About two weeks ago, my old computer (600MHZ P3, 640M RAM,
Updated from 98SE to XP Pro 2 years ago) began to shut
down while booting and the system reached the Windows XP
logo. At the time, I always updated the Windows, Office,
and Norton Internet Security 2004 religiously. I have
formated the hard drive several times, but Windows XP will
not load. The installation fails between the 22 to 29
minute mark while creating Start Menu items. I reloaded
Window 98SE and the computer works flawlessly. I decided
to purchase a new computer (3.4GHZ Enhanced P4, 2G RAM,
OEM load of Windows XP Pro from Dell). I received the
computer on Saturday and it has already died like the
first (reboots when the boot cycle reaches the Windows XP
logo). Before I even connected the computer to the
internet, I used my Windows 98SE computer to download all
of the Windows patches. I purchased Mcafee Internet
Security Suite V6.0. The only other items that I
installed on the new computer was Office 2003 Pro, my HP
Photosmart 1115 printer, and a Microsoft Optical track
ball. I find in extremely ironic that both computers
automatically reboot when the reach the Windows XP logo of
the boot cycle. I am connected to the internet via
Adelphia Powerlink cable modem and I have a US Robotics
8003 broadband router installed. I have spent several
hours on the phone with Windows technical support, but
they either don't care or don't know. They keep telling
me that this is a hardware related problem, but I can load
Windows 98SE without problems. I am aware of the FAT32
and NTFS difference in the operating systems. Both
computers are using Maxtor hard-drives, but the Maxtor
utilities state that there are no problems with the hard-
drives. Does anyone have suggestions as to what the
problem could be>

Most likely this may be caused by your house electric
power supply current. Try a differant electric outlet,
and or use a UPS battery backup and AVR unit, (automatic
voltage regulator), which filters current and provides
clean steady reliable electric power for the PC. Also of
possible help is to not connect any periphial to your PC
and not connect to the internet with your router or cable
modem, some times conflicts may occur, so try booting
with just a plain naked PC tower and monitor.
