Windows XP Pro keep reboot

A friends of my Windows XP Pro PC keep reboot, and I could not event
get into safe mode. I try recovery console with BOOTFIX, FIXMBR and
BOOTCFG /rebuild commands and none of these fix the problem. I even
try Windows Installation repair option, but even this not fix the
problem either. I am run out of idea.

Why would you try Boot record operations for a rebooting issue ?

At what point in the boot cycle does the PC reboot ? Are there any
BSOD screens ? An inability to boot to Safe Mode would point to a
possible hardware issue. You said you attempted a Repair install -
did that complete successfully ?

At this point you may have taken too many random actions to be
able to get XP working again.

There's a trick that sometimes works for this kind of problem - deleting the
page file. An easy way to do that is to attach the drive to another
running system and simply delete it: it's pagefile.sys in the root folder.
Put the drive back in the original system and restart. Sometimes two
attempts at starting are necessary, but I've had this fix that kind of
problem about half a dozen times.
