I had a power outage recently and it somehow destroyed the system file
ntfs.sys

When I booted up again, the computer told me to repair the file (which
I did) and it looked like everything was fine and dandy.

Not so much.

Windows Xp home edition appeared to be loading properly until it gets
to the load screen. My keyboard and mouse will not work and I'm
treated to a black screen with a frozen mouse arrow. I've tried
booting up in safe mode and its the same effect.

I'm at a loss of what to do next but reformat. I'm reluctant to do
that simply because I have some photos on there that theres no way for
me to get again. Other then that, I'm ready to start a new.

Does anyone have any suggestions on what I can do? Any thoughts would
be appericiated.

Crap!! Hit send by mistake.

If your machine was on at the time the outage occurred your files may be gone or
corrupted. However there are a few things you can try first.

If you have access to another machine, remove the hard drive from your machine and
install it in the other machine as a Slave drive. Then see if you can access the
drive and copy your files over to the Master or other drive partition. Once you have
all of your files you can reinstall the hard drive in your machine and either try to
recover the system or do a fresh format and install.

If you don't have access to another machine, can you boot to Safe Mode or a command
prompt? If you can you could try to restore the OS:

See other response for info on the below.
If you can not boot to Safe Mode, then boot to the Recovery Console and see if you
can copy your files off the drive. The last thing that comes to mind is a Repair
Install.
