Windows will not load

I boot my computer and everything is cool until i get to a screen that says
that windows has failed to load and it asks me to select from a few options.
It won't load in any of the safe modes. When i select safe mode, a bunch of
lines of commads fill the screen and i no longer have control of anything and
have to reboot. It will not load to the last known configuration or "load
windows normally". When i select those 2 options, it goes to the black
screen with the Windows XP Home logo and the little moving loading bar below
the logo and stays there. Nothing happens, the loading screen has stayed on
there for days and won't load windows. I ran a diagnostic and the first
drive it checks fails. I dunno what else to do. I tried to windows resource
CD but it said that a file was missing after attemptin to load from the CD.
Unfortunetly i have misplaced my XP installation CDs. If i were to buy some
new ones, would i be able to get my comp back up and running? and is there a
way to boot my computer into DOS mode so that i can format the C drive. I
could do it on my old computers but not this new one. Dell Dimension XPS 400
series.

if you had a windows
setup cd regardless
of who it belong to
you could use it
to access the disk system
and run a check disk.

but try double checking
at the link below first.

i think they also have
a forum/newsgroup just
for dell.
