windows xp can't boot to safe mode

i did a system restore but now ALL my passwords are locked
cannot log in to admin or my own account the password reminder shows up but
when i enter password nothing
i tried to go to safe mode and everything freezes up or it asks for
passwords again won't let me long on any where passwords aren't recognized
