Windows XP boot up problem

I just upgraded to XP from ME on a Pentium III computer.
On boot-up, I get an orange "Windows is starting up"
splash page and it never goes beyond this. I can only get
Windows to load completely with my desktop visible if I
first go into Safe Mode, then re-start from there. Any
ideas?
 
Hello

Before going any further try to backup your data if you have done
so already good. I would try to perform a clean install of XP, boot
with the XP cdrom and go through the setup process sometime
along the way it will prompt for the win me cdrom and insert. At
this point I think it's your best option.

Sounds like you have a device that needs XP compatible driver. Try going
into SAFE MODE and uninstalling your video card and setting it to plain VGA
video. If XP then will boot up try to install XP drivers for your card.Try
this first. Other possibilities include:

BIOS needs updating.
Controller chipset on your motherboard may need updated drivers, etc.
