Windows wont start

I started my computer today and the screen flickered and
flashed and wont boot up. I can't even getinto the safe
mode to do a virius check...Help....

and then ??
The first thing is to try to figure if you have
a hardware or software issue.
more info ???
 
- Do you get the usual BIOS messages?
- Can you get into the BIOS setup?
- What happens when you leave a formatted
floppy disk in the disk drive?
- Do you see the usual WinXP startup messages?
