windows will not boot

I have windows xp home edition. It will not boot. It locks
up on the copyright page. It appears to be working but
does not go any further.
I am thinking that I have a harddrive problem but I can
get to a dos prompt and run a directory so that should not
be the problem.
I tried to reload XP but because I upgraded from Mellinium
it will not allow me to reload it.
I have checked setup and everything looks OK.

Thanks for the info but it says it is not available plus
since I can not start windows I doubt that I could
download it anyway
