What is FrontPage 20..?

If you want to run FrontPage 2003, you must have Windows 2000 Pro SP3 or
Windows XP Home or Professional. Pro comes with the IIS web server.

If your message was going to continue to say FrontPage 2003, then, yes you
will have to upgrade to Windows XP.

Note that Windows XP Home will not support a webserver, if you need one for
testing server side code (ASP, PHP pages, and forms). For design, and
testing other ordinary .htm(l) pages a server is not required.

All other versions of FrontPage will run on Win 98SE.
