Windows setup will not start

I just upgraded my computer. Motherboard, CPU & Memory plus new power supply.
I decided to wipe off everything on my hard drive. I booted the CD for
Windows XP and it's starts up normally but when it gets to message on the
bottom that says setup is starting windows. And its stops right there. So
now I can't format my hard drive or install windows. Anybody know whats
going on. LEt me know ASAP. Thanks

I know it's not the hard drive cause I hooked the hard drive to and older m/b
and it insatlled windows just find.... now I still have to hook it up to the
newer

Ok update I installed windows using older motherboard. Then I hooked it up
to the new M/B and I went into safe mode and it doesn't boot up windows...
