running cd setup

i am trying to run my setup cd to do a fresh install but it absolutely
refuses to get any further than the "setup is checking your hardware
configuration" message and it just hangs on a balck screen. I have a
hardrive with 2 copies of windows on it on 2 partitions. I want to wipe
these out and install windows fresh but it just wont run the setup program.
I have tried just booting form the CD or running setup from windows and get
the setup option on bootup but it wont run. Even if I unplug the drive the
setup program wont run. It worked fine yesterday when I installed a fresh
copy onto the second partition. No way will it run. Why ever not? With no
drives plugged in what is telling the setup program not to run? The PC runs
absolutely fine, I can boot into either OS and all hardware works no problem.

Try swapping to another workable CD rom or copy the files to a usb thumb
drive and run setup from there
