windows not completing shut down

My computer has been running slow for a while now. I've
recently deleted many extra programs that I've added over
time in hopes to fix this problem. Now, when I go to shut
off the computer it will go through the stage of SAVING
SETTINGS but won't finish the shut down mode forcing me to
manually turn off my computer. In addition my PAINT
program doesn't work. This however hasn't worked for a
long time and I believe (hope) it's an unrelated problem.
Any suggestions??
