The contacts in Outlook Express aren't actually in OE. They are kept in a
separate program, Windows Address Book.

Go to Start, Run, type WAB and press enter, or, in OE, click on Addresses.
In the Address Book, go to File, Export, and export the address book to
somewhere you know; or, go to Help, About, and see where the file is
located.

Microsoft helpfully puts the mail and addresses in folders marked as hidden.

Copy the file to your Vista system, then import it.
