Peter

I can not get Windows Installer to stay "Started" and
work. I have made certain that all dependencies are
running and they seem to stay that way. When I restart
Windows Installer Service with Admin Tools/Services, and
then try to install something that needs it, the system
says that it will not install without Windows Installer
Services started. When I go back and check, it has been
stopped again. Please someone help!

Try unregistering and reregistering the Windows Installer with the following commands to see if this helps.

msiexec.exe /unregister

msiexec.exe /regserver
