Windows Installer - XP SP1

No matter what new app I try to install, if it has an MSI file associated
with it, I get the following error:

'This installation package could not be opened. Verify that the package
exists and that you can access it. Contact the application vendor to verify
that this is a valid Windows Installer package'.

It use to work (once upon a time). I have searched just about every related
KB article to no avail.

Any help would be greatly appreciated.
