Visio 2003 Installation problems

Installing Visio 2003 on my Laptop I'm getting a failure with the following
message.
"This installation package could not be opened. Contact the application
vendor to verify that this is a valid Windows Installer package."
I've done all the Technet suggestions (re-installed Windows installer, Run
Windows Install Cleanup, Searched drives for rogue MSI files) and I'm now
out of options. Laptop is Acer 4051 1.5Ghz 496Mram 50Gig HDspare space XP
Pro sp3
with all up to date patches. I've uninstalled and re-installed Office2k3 and
patches and SPs, I've also run a number Malware/Trojan/Virus scans.

Help Please.

Maybe it's for the wrong OS, a bad run of CD, etc..

Several years ago I had the same problem with Visio 2003. I contacted MS
by phone and, upon proof of ownership, they sent me a replacement
installation CD for a nominal shipping charge -- ten or fifteen dollars,
as I remember. The original CD was bad.
