windows installer error 1619

whenever itry to install any windows installer based software packages i get
the following error

the installation package could not be opened. verify that the package exists
and that you can access it, or contact the application vendor to verify that
this is a valid windows installer package

i have NTFS drive and administrative privilages

i reinstalled the latest version of windows installer but the problem persists
