Windows Installer Not Responding

I have a machine (W2K Pro) that everytime the Widows
Installer starts and Stops responding almost immediately.
I was on SP2 and I installed SP4. and it is still
happening.

It would be be OK, except the users machine is starting
the Windows installer as they login to the machine. And if
you End Task the Windows Installer it shuts down
Explorer.exe and when Explorer automatically restarts or
re-starts manually Windows installer starts again.

HELP!!!!
