Windows Installer failed

I'm trying to install Microsoft Visual onto my new install of Windows XP.
However, Visual can't even install its prerequisate software. This is the
error that I get in the intsall logs:

[11/13/05,21:56:51] Microsoft .NET Framework 1.1: [2] Error code 1601 for
this component means "The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe mode, or if the Windows
Installer is not correctly installed. Contact your support personnel for
assistance.
"

I found on the MS knowledgebase an article dealing with Windows installer
issues, and I followed the precedures, but to no avail. I reregistered teh
installer service in safe mode and installed an updated version of it. Has
anyone seen this and have any other ideas for me to try save reinstalling
windows?

The problem appears to be related to the Windows installer system itself and
not to any of the software that it has previously installed, which is what
the CleanUp Utility appears to work with. However, thanks for the tip and
will see if using this tool will do anything for me.

Ironically enough, when I tried to install the CleanUp Utility, I got a
dialog box with the same error message. No love here, folks.
