Windows Installer and Applocale

I recently installed Applocale onto my computer. After which my windows
installer no longer seems to work.

Now I can't even uninstall Applocale or install any program with the
installer. this message appears after 2 msiexec errors :

"The Windows Installer Service could not be accessed. This can occur if you
are running Windows in safe mode, or if the Windows Installer is not
correctly installed. Contact your support personnel for assistance."

I've tried unregistering and re registering. As well as going into safe mode.
I also tried the Kelly fix. But it still wont let me uninstall Applocale or
install using the installer
