Windows Installer 3.1 doesn't finish

I am running Windows XP SP2 on my laptop. Ever since the Windows Installer
updated to version 3.1 I am unable to install applications. I am logged on
as Administrator with full rights. The installer goes through all the
motions, shows that it is copying files, modifying the registry, etc. Then
at the end it just disappears with no error message. When I look, the files
are not there and the application is not installed.
