Windows Installation Service won't start - error 997

Windows crashed. Had trouble trying to fix. As Windows Installation Service
wont' start, can't install, un-install or modify programmes. Don't know how
to sort.

Can anyone lend a hand?
 
Tried that many times - will not start. Get error 997: Overlapped I/O
operation is in progress. Service does not start.
