Windows Firewall

After having to do a complete system reinstall I am no longer able to
download anything off the net besides windows and norton anti-virus updates
with the firewall on. I have tried several of my favorite sites that I used
to get files from. Mainly flight sim sites. Cannot access any of them. can
someone out there please tell me how to configure my firewall so I am able to
download files but still be secure.thank you.
