windows firewall won't turn off

I'm running win XP SP2 and the firewall is consistently interfering with
various programs that I want to run - streaming video, Bluetooth, etc. I have
shut off the firewall in the control panel, but it has become a zombie,
continuing to block things even in the local zone and within the corporate
intranet. how can i kill this thing? Does it involve a stake through the
heart or a silver bullet?

The link was somewhat informative, but, in the end, I had to kill the service
in order to get rid of it. Not sure why the control panel had no effect.
