Can't turn XP firewall OFF

I have a Pentium III Toshiba Satellite 3000-514 laptop, running XP HE SP2
with all updates.

Recently, each time I have started the computer, a balloon has appeared in
the systray warning me that the firewall is off. However, when I check the
settings, it is actually switched on.

I decided to install the Zone Alarm Free firewall; I no longer get the
warning message from the systray, yet I still can't turn XP's firewall off -
I need to do so as it's interfering with my network access.

How do I get XP's firewall to stay off?
