Windows XP Firewall wont turn off. How can i turn it off ???

Son Of Sheep.

In the escurity centre its ON. But in the firewall settings its off. I
dont get any warning or nothingwhen i turn it off. I think it should
give a warning right from memory. Soi think its just not turning off.
But showing its off.

How can i fix this and turn it off. ive got a NAT Router and dont
realy need the firewall. and i think its the reason iam getting a
LOWID in EmulePlus as well.
