WinXP firewall cannot be disabled (through SecurityCenter)?

When I click on the "SecurityCenter" icon in Systray I get a dialog where the winxp firewall is shown as "On".

When I click in the "windows firewall" link at the bottom of this dialog I get the firewall details
where the firewall is shown as "Off".

What's that? Both infos contradict each other.

How else can I turn the green "on" firewall indicator in the SecurityCenter to red?

When I try to set the "SecurityCenter" services in "Administrative Tools" to disabled or manual I get an error popup
"Access is denied". Why?

A possible reason is that you have installed a third-party firewall, either
as a standalone or as part of a 3rd-party Anti-Virus suite.

If that was the case then the indicator in the "Firewall" section of
the"Window's Security Center" should indeed be showing "green" as a
Firewall is operational on the system.

When you click the ">>" up / down chevrons, in the "Firewall" section of
"Window's Security Center", what does the information say?

If you know for an absolute fact that NO other Firewall has been installed
on your system, then have you tried rebooting then opening "Window's
Security Center" and looking again at the "Firewall" status indicator?

This suggests that you have some other software based firewall
installed. Can you tell us whether you have currently or in the past
installed any other software based firewall? ZoneAlarm is the most
common one people tend to install but Comodo is another one. Only you
can know what else is installed.

You may also need to scan your system just in case your system has been
infected which is disabling the firewall.
