Firewall suddenly disabled

After changing my video card and power supply I have found that my Windows
firewall will not start. The two issues don't seem related but since it
happened concurrently I am suspicious.

XP Home, SP1, Norton Antivirus2005 (not Internet Secutity Package). The
system has worked fine for 2 years so I know the software is compatible.
I've been reading recent posts here and have done malware cleanup using NAV,
SpyBot, Ad-Aware, CW shredder, Panda ActiveScan (thanks Panda-Man) and Trend
Micro Housecall. No serious infections found-just a few tracking cookies.

When I try to activate it in AdminTools > Services > SecurityCenter ... I
get an error (#1083) stating that the "executable program that this service
is configured to run in does not implement the service." Should I reinstall
NAV? Any other suggestions?

What firewall are you talking about ?
Do you refer to Norton's internet worm protection
or
the buit-in Internet Connection firewall (ICF) in Win XP SP1 ???
Be more acurate,please.

If you have problems with Norton , yes , reinstall it.
If you have problems with ICF , do a repair install of Windows using your
original Windows CD.

And this driver change can also be a reason because they could have changed
some files in Windows.

Yes, the built-in Windows Firewall in SP1 (I do not have any other firewall
software). I usually access this from the Security Center control panel, but
now the firewall is not an option there. If I go through AdminTools >
services > security center... I get the error message.

I wil try the repair install of XP as suggested. Thanks

You could try booting into Safe mode with networking to see if that makes a
difference. If it does you have a startup service/application/driver causing
the problem and you might be able to narrow it down by trail and error using
selective and selective startup. It may also help to use Event Viewer to
see if anything helpful is recorded as a error/warning in the application or

Booting into safe mode with networking had no effect.

Thanks for pointing me to the Event Viewer. My first foray there has turned
up a lot of errors and warnings. In particular, " Security Center failed to
launch on startup due to the following error: the program that this service
is configured to run in does not implement this service." (It certainly did
2 weeks ago so perhaps a setting has been changed.)

Another and possibly related error: "IPSec Service failed to get a complete
list of network interfaces. This can be a hazard... Please run IPSec
Monitor snap-in to further diagnose the problem." I did this but the snap-in
failed to launch as well giving the error "The IPSec Server is unavailable or
incompatible with the IPSec Monitor."

Here are a few more of the most prevalent errors which may or may not be
related to this problem: "Network Connection Adapter Link down", "TCPIP was
disconnected from network...may have malfunctioned...check for updated
drivers", "HTTP Service failed to start...SSDP Discovery service depends on
HTTP also failed...", DCOM Server Process Launcher hung on starting", "The
following boot-start or system-start drivers failed to load: Fips, FltMgr,
Processer, SAVRTPEL, SPBBCDrv, SYMTDI"

So, it looks to me like there are a few damaged files within the system. My
plan for tomorrow is to find new drivers for my network card (Intel
Pro/100VE) and then do a repair install of XP-Home as suggenstd by Panda Man.
BTW, this is my home desktop and is not networked, I use a dial-up
connection. It went through many crashes and restarts during the failure of
my video card. Perhaps this is the reason for system damage?

I would say you have a lot of things going wrong and the repair install sounds
like a good idea. Just keep in mind that you need to first install your service
pack if it is not included on the install disk and then the needed critical
security updates as shown at Windows Updates when done. First I would try doing
a System Restore to a point before his all happened though I tend to doubt it
would fix everything. It is hard to say what has happened but ungraceful
shutdowns particularly multiple ones can certainly cause problems. ---- Steve

error messages and fail to start messages I've reinstalled XP Home (SP1a)
from my original disk. The Windows firewall icon is still not available in
my Security Center, in fact, all of the items in the Security Center are now
missing (Automatic Updates, Internet options, Firewall). One error I now get
in the event viewer is "security center failed to start." I cannot start it
from AdminTools > Services (similar error message). Any Suggestions?

Yes, install Service Pack 2. The Windows Firewall and Security Center
Control Panel applets are not available in SP1 which is why you aren't
seeing them.

It was my belief that I had not previously upgraded to SP2 and yet still had
access to the security center and to the win Firewall. Now however I think I
must have downloaded at least enough updates to include this capability. It
is even possible that I HAD in fact put in SP2 and have forgotten (although I
don't believe I have noticed any referenced to it in any startup screen or
properties window). In any event, I will add that next and check in with
Windows Update.

Final Comment...A reinstall of XP Home followed by SP-2 and Windows Update
(30 files downloaded) has everything running smoothly. This has eliminated
all the error messages during startup in the Event Viewer and cut about 2
minutes off of my previously slow startup time. Thanks All!

Cool! Yeah it took some time but I bet you think it was worth it now. Of
course from here on out best practices such as using a firewall, keeping
current with critical updates, using quality antivirus that is kept current
with definitions, and scanning for spyware weekly or so can go a long ways
in maintaining that well performing computer. Also if you happen to have
Norton Ghost or can get a good deal on a version of Norton Systemworks that
includes Ghost now is a good time to make an image of your system partition
drive. With Ghost you can do that to another hard drive partition [if it has
enough room] and to DVD disks. I do that and it takes me less than four
minutes to restore my operating system and major applications if need be.
