Windows Firewall won't turn off.

Windows XP-Pro firewall won't turn off. I select the option button
that turns it off but Security Center still indicates that it is on.

I first thought that was caused by that fact that I also have Sygate
firewall, but in Msconfig [startup] the Sygate program smc.exe can be
checked or unchecked (and restarted), it doesn't effect the fact that
the security Center shows the firewall on.

Also in Msconfig [startup] the second column where it shows the path
to the program the path has "*DISABLED*" in front of it. This is not
effected by changing the checkbox.

Also, I can't start smc.exe manually by double clicking it.

Stan,

Stop & disable the service then

START | RUN | Type SERVICES.MSC & press ENTER

Scroll to Windows Firewall, stop the service then double-click it & set to
disabled. Click APPLY | OK
