Windows firewall shows on in Security Center even when it's off.

I run Xp Media Center on an Athlon 64 X2 Dual Core 3800+.
WHen I try to connect using Limewire etc it now says it can't start because
a connection is being blocked by a firewall. It also says it may not be
allowing a loopback. I turned off windows firewall .The radio button is
checked "OFF" but it still shows as being on in security center.
I went into services.msc and shut down windows firewall service and it still
shows as on. I added Limewrie to exceptions and it still wont let it start.
any ideas on this would be greatly appreciated. Thank you very much for your

Limewire is a source of viruses and malware. You don't need it, uninstall
it. Scan your computer, you are already infected.
