Windows doesn't load

When I boot the system, it loads Windows but halts on the
startup screen where it says "Starting Windows."

One of the 4 hard drives is full but it is not a boot
drive. I troubleshoot, and troubleshoot some more, but no
luck. So, I reformat the boot drive and attempt to reload
Windows.

The installation begins, but never progresses forward.
Anyone had this problem in any form? The system was fine
last night, it's hooked to a battery so no surge
concerns...I'm lost.
 
"Starting Windows" says that it read something from the
drive. No where does it halt? That is what single stepping
or listing of what loads comes in. As I recall, pressing F5
or F8 permits options to watch what does and does not load.
Posting that information would enable helpful responses.
