Windows Defender Error 1920

Hi,
i tried to install windows defender on my fresh windows 2000 SP4 system.
After view times the installation will stop with the Error: Service Windows
defender failed to start. Verify that you have sufficient privileges to start
system services. Then have checked if the RPC- service und the RPC-locator
Service are runnig. Tey are runnig.

what can i do ??

Did you install the product logged in as Local Administrator?

yes i do. I install the Product logged as Local Administrator and as Domain
Administrator.

make a new limited account "users", then do the install, remove account,
