Windows Defender will not install on Win2K - Error 1920

I am attempting to install Windows Defender on a Windows 2000 SP4 machine. I
get the error message 1920 - windows defender service failed to start. I am
logged in as Administrator and the RPC service is running. I also tried the
msiexec from the command line. Nothing works. How can I fix this?
