Windows Defender application failed to initialize

Windows Defender popup as windows is booting up:
"Application failed to initalize: OX800106ba
A problem casued windows defender service to stop. To start service,
restart computer or search help & support on how to start a service manually"

Restart computer does not make popup go away. Can't get into Help & Support
(indicates "windows cannot open help & support because a service is not
running". Have also tried System Restore, but there is no restore history
available to go back to (don't know why, but no history is being saved,
always only the current restore point available).

Any advice how to fix this problem? It all started when my 8yr old son was
in MSCONFIG to shutdown backround programs to play a game. Major problem is
that popup doesn't go away, printer is not recognized, and restore history is
not being saved.

Services can be accessed and restarted in Control
Panel>Administrative>Services
NB only start services actually required eg Defender
Presumably you allready enabled startups/services in Msconfig?

Perhaps in future a User account with only certain accessibility, leaving an
8 year old free to click is not a good idea
