Windows 98 opens in Safe Mode

I know this is an XP newsgroup, but I see all the experts are here and there
are postings for earlier operating systems. So hope I have not violated the
etiquette.

I'm trying to help out a friend, so here's the steps occurring with his
computer:

OS is Windows 98.

We do a cold start.

Black screen goes by so fast I cannot read anything.

DOS type screen says: "Windows 98" and I notice it says "Boot record from
floppy not found, Boot record from CD Rom not found" but my friend says it has
always been that way.

Next, this window comes up: "A fatal exception 0D has occurred at
203F:00000316. The current application will be terminated. *Press any key to
terminate the current application. *Press Ctrl-Alt-Del again to restart your
computer. Press any key to continue."

Pressing any key does nothing. Ctrl-Alt-Del gets to Windows 98 Startup menu (a
DOS type screen) with 7 choices and countdown. The default is choice 3 - Safe
Mode. Counts down to 0, opens Windows in Safe mode with a warning message:
"make sure network or hardware settings are correct in Control Panel. See
Trouble shooting in Help."

We click OK, and desktop is there in Safe Mode. Cannot access internet or
change the display settings.

Thanks for any suggestions we can try before he takes it to the computer store.

Luckily you can get to Safe Mode. Your friend can backup any files he/she
needs to save then reinstall windows. That will also get the boot record
back.
