Blue Screen (not BSOD) and Black Screen in Safe Mode

Default XP PRO Blue Screen or Black in Safe Mode
I am working on a notebook with XP PRO sp2 installed.
The initial problem was a messages services.exe can not be initialzed
or lsass.exe cannot be initialized.
After repairing using the XP CD the following happens:
Usual Windows screen appears and then:
Safe mode - black screen with 'safe mode' displayed in the corners.
Regular mode - blue screen with nothing else.
No ICONS in either mode.
Touch screen on notebook is working.
No USB devices plugged in.
CTRL/ALT/DEL -> nothing

All suggestions are appreciated.

Test the hardware to make sure it is good. If it is, do a clean
install/factory restore of Windows. Don't forget to back up data first using
a Linux Live CD like Knoppix or a Bart's PE if necessary.
