Safe Mode Locked Down

a message saying you can't enter SM? When do you get the message?

Ehlo Randem,
It looks like you've got the type of malware that sets such policies. When
entering Safe Mode, make sure you log in as administrator (although you probably
did that). If even that does not resolve the situation, you need to scan
your computer with anti-malware software, like MBAM (http://www.malwarebytes.org/mbam.php)
from the Safe Mode. I doubt it'll work, thus you won't have a choice but
to disconnect the HDD, connect it as a secondary to another PC and scan it.
Or, alternatively, use ERD commander or similar software to boot up your
PC, disable any unknown autorun software.

I, however, do not remeber any function that automatically sets your Group
Policy options to their default (that is what's blocking your system, it
seems). Depending on how bad this whole thing is, you might have to reinstall
system altogether. This isn't final advise, though, if I think of something,
I'll let you know.

You don't do much malware removal, do you? This is common with severely
infected machines. Back up the client's data and do a clean install of
Windows.

Norton is the barnacle of the software world.

Symantec has a sooper-sekret removal tool on their website than can scrub
out most of their stuff.

That, followed by a diligent search of the registry for "Norton" and
"Symantec," should get rid of the executables. As a final step, you should
delete any detritus left in various folders.

And it's certainly apparent that you don't because otherwise you would have
run into this situation many, many times.

No, what I mean is that in safe mode system utilities are locked down or
don't appear such as User Accounts is blank. There is nothing in the window.
Certain AV/AS programs are not even allowed to run.
