I was asking for the experienced person who would automatically know what I
was talking about I did not want to go thru tens of hundred of people asking
unrelated question to solve the issue. If they had come across it before it
was nuff said and they would know...

No, what I mean is that in safe mode system utilities are locked down or
don't appear such as User Accounts is blank. There is nothing in the
window.
Certain AV/AS programs are not even allowed to run.

Vague descriptions get vague answers.
 
Malke is one of the most experienced technicians here and she knew
exactly what you were talking about. You apparently weren't able to run
antimalware programs. You were instructed to bak up the client's data
and perform a Clean Install. Had you not been so vague in your
description, you *might* have gotten another solution. "In safe mode
system utilities are locked down or don't appear such as User Accounts
is blank." Say what? GIGO.
