No, it's a Webroot file. Why do you ask? Is Spysweeper installed or was it
ever installed?
 
Right click the file and look at its properties. According to discussions
on the web, it is a file associated with SpySweeper.

Thanks to everyone who responded. I saw this file when I was cleaning up my
hard drive and did not know if it was a virus or a legitimate file. Thanks
for cleaning up my confusion.
