Windows 2000 Server - Cannot start services from DOS prompt or MMC

I cannot start services from the dos prompt using net start or from the
services mmc.

This problem is also preventing me from installing software updates since
MSI cannot run and services cannot stop/start during installation of software.

You don't say what happens when you try to start/stop
a service. What message(s) do you see? Does this
apply to any service? What happens when you do
the same under the services.mmc snap-in?

BTW, DOS is an operating system. There is no DOS
under Win2000, only a Command Prompt.
