can't change services state

I've run into a problem on a couple of our servers. I tried installing a few
applications (Netbackup Client for Windows, Adobe Acrobat Reader) on these
servers but the MSI installer hangs. I have run a number of troubleshooting
steps and during this phase, I checked on the Windows Installer service and
noticed that it was disabled on one of the servers. I tried changing the
service to manual, but the properties sheet hangs when I press the Apply
button. I tried modifying other services on both of these servers (one is a
DC and the other our Exchange server) but get the same behaviour. I also
cannot stop or start services. Originally I thought that this was a MSI
problem, but now it looks like it might be a bigger problem and the MSI
problem is a side effect.

All other services that start up during boot seem to come up ok on both
servers.

I've tried upgrading my version of MSI to 3.1 (from 2.0), checked to make
sure the Logical Disk Manager Administrator service is set to manual
(http://support.microsoft.com/default.aspx?scid=kb;en-us;307309), and made
sure my RPC service is running.

Can anyone offer some help?!?

It should be set to 'Manual'
Check Event Viewer for errors.

The eventlog does show an error of:

Event Type: Warning

Time: 8:46:11 AM

Description:
Failed to connect to server. Error: 0x800401F0

This is on the server that already has the Windows Installer service set to
manual (I am concentrating on this server for now.) I have a feeling that
the fact that I can't start/stop services (ie Print Spooler) or change the
startup options of the services (Disabled, Manual, Automatic) might be the
reason I'm having MSI installer problems as the server probably tries to
start the Windows Installer service but just craps out.

Any other ideas?

Hi Dave,

Thanks for the help! The link you posted about APC software did the trick.
The APC service was hung and this was affecting all the other services. I
set it to manual and now can start/stop services and install software.
