"played with the power button" and "can't get windows to start"...

Can you be a bit less vague?

The power button is a hardware device. It physically changes a physical
state (system on, system off or electricity flowing, electricity blocked.)
What exactly does "played with the power button" mean? What happened, what
did you see, etc?

Windows is software. When you say, "can't get windows to start", what is it
you really mean? Since you mentioned the power button - it could be that
you get nothing - no system startup at all and this is all a hardware
issue - take your machine in for repairs. If you mean Windows starts
loading but then crashes - what have you done to attempt to remedy it? Safe
mode? Last known good configuration?

Only you can see what is going on and only you know what happened to get you
to this point and only you know what you have done and believe yourself
capable of doing when it comes to this situation. In order for someone here
to help you - you have to share as much as you can.

here is the situation, my daughter kept on pressing the power button and then
the computer shut down, then i turn on my laptop i get the HP logo then it
transfer to a black screen mesege that said; window did not start
successfully recent hardware or software change might have caused this
it list a few options to fix the problem like choose last known good
configration to revert the most recent setting that worked,i tried all of the
options like safe mode and starting window normally, but the result is always
the same the windowXP start to load and goes back to same black window as
before. i also tried to press F12 when the hp logo came one to do network
service reboot but I get media test failure. and it goes back to where i
started
thank you for your answer before
