I have an older Phillips TV CRT type , with an S cable from the box from my Acer new lap top computer , so when I try to change the OSB setting not anything happeneds , so what-is this setting for .

It is for nothing than changing the onscreen background color in the menu. Also posting the make and model of the converter would be a gret help.
 
Changing the OSD setting wont make a difference to display via S-VHS you need to switch your input on the TV via a remote control

If you laptop is using a high resolution chances are the tv will not display

You will have to drop the resolution on the laptop to about 640*480
