win32 Errors on startup

Just about everyother time I start up my computer I get an error that says
there was a problem with starting some win32 programs. Not all of the
services didn't start, just a few like DHCP Client and Windows
Firewall/Internet Connection Sharing. Stuff like that, and when I try to
enable them they say access is denied. Which means I cannot connection with
my laptop.

Again this isn't a consistent problem, just about every other time I start
my computer.
