win2k3 Fax Services: no printing

I hope the fax services on win2k3 are somewhat similar to XP, there's no
win2k3 group about fax services, so I figured I start here.

I installed Fax Services and receive faxes and route them to an email
address. This works just fine. However, print routing fails, the monitor
shows only "routing failed", there's no reasonable debug information in
the logs. Where can I start with trouble shooting?
Printing should be done to a shared printer and I can print to it from
other applications, but it won't work for incoming faxes. I also noticed
that when I print to the FAX printer it prints to the shared printer,
although I suppose this should fax out instead of printing, shouldn't it?

additional info, I found some debugging information in the application
log, it says:

There is a problem with the connection to printer <name of the printer>.
The following error occurred: 0x00000709

Just that there is no connection problem, I can print just fine. I can
even print the received faxes to it, but the routed printing fails.
