Win xp sp 2 Boot Freezes on 'welcome screen'

Downloaded IE 7 to upgrade -set restore point before-. After reboot pc locked
up on welcome screen. Restarted in safe mode and used restore point.

Now back to IE6, but whenever I reboot it still freezes on the welcome
screen. Used the troubleshooter and it said try msconfig and deselect
selective services box, which I did and it rebooted. But still unstable and
now won't let me use pre IE7 restore point.

Any ideas -please not another format and reinstall of windows!
