Win XP Home Taskbar Notification area inaccessible

My Notification area on the Taskbar isn't visible unless I left-click on the top of the Taskbar border.Then the double ended arrow is visible (but I can't expand the taskbar) and the Notification area icons are visible but I can't use them.
How can I restore the settings?
Any suggestions?

Is the taskbar UNlocked? Right-click an open area to see. UNlock, then
attempt to make changes.

It's Un-locked.
I've tried unenabling the Auto-hide feature & ALL othe features of the
Taskbar Properties but it makes no difference.
